Broke is when you cannot take care of your necessities like food and board. For me personally, I never say that I am broke even when my money was low. Broke can become a state of mind. So I would say " I have a continuous flow of resources, so I am never broke."

being broke is having no income and not being able to provide for yourself. eating weenies and rice in the dark at your apartment that you havent paid rent on is being BROKE. being broke sometimes doesnt even have to do with finances sometimes...you can be a broke down busted b**** by the cheap ugly clothes you wear or a broke down busted b**** by chasing men who dont want you, no values for yourself no morals.

I sometimes say I'm broke when I'm over my budget and can't do certain things that I want to at that time.  Broke can also be a state of mind.  If you're used to having a certain amount of money then begin to have less that could be considered broke to you.  It means different things to different ppl.
