She should ask herself this question,
"if the BD was not put in any discomfort would he be as enthusiastic about his child?" if the answer is No she should make him pay.
Sorry BDs only want what's easy for them. If he doesn't care what she has to go through while he's absent, why should she care what the law does to him for BEING absent?
